Offline/Online mode selector

Hi,
What is pretty annoying is that RDM needs to check if the DB is accessible. This takes time when starting RDM.
When you are on the road, you probably know already that the DB is not accessible in the first place. So it would be much quicker when you had the possibility to select Online or Offline when starting RDM.

this is a good idea, I will add an option to always prompt for Offline mode.
