Make option to link existing entry to parent available for non-administrative users

Hello,
After bulk import via network scan, it should be possible for non-administrative users to link entries (e.g. ILOs) to an existing parent entry.

This feature as been completed internally and will be available starting from the version 2024.3.0.0 of RDM.
