Drag and Drop

Is the Drag and Drop feature only available in the Enterprise Edition? I am using the Free Edition and it was working, now it doesn't. I searched the forum and the closest/only article I could find was this: https://forum.devolutions.net/topic30906-any-way-to-lock-down-the-ability-to-move-folders-around.aspx. When I check the "configure local" it was unchecked. To test it, I checked the box, saved, went back in and unchecked the box, same result.
