datasource stored on offlne folder - won't open without vpn
The connections I'm storing in a local datasource on a local folder. This folder is an offline folder / Synced folder (windows 10 client). This file has a db password (configured via RDM)
Recently I noticed that when I start RDM being offline, the password entry always results in a failed password. As soon as I have network connection, eg via vpn, this problem is gone.
I'm using this setup for some months, and only recently I see this issue. (note that I do a lot of hibernate, so it could be that I've never been in the offline startup mode before)

We are unable to reproduce this behavior in our environment. Without any network connection, on the opening of RDM, the datasource ask for the password and it opens the datasource.
Have you tried to remove the datasource password and test it in offline mode? If it works without a password, could you please try it again with a password?
What settings do you have on your shared offline folder? Have you set the "All files and programs that users open from the shared folder are automatically available offline" option? You can access this option on the server where the folder is hosted. Open the properties windows of this folder, select the Sharing tab, click on the Advanced Sharing... button.
Then, click on the Caching button.
And please check if the option is selected.
