Creating a secure note - not visible by any user

Hello, I currently have an issue with the "secure note". No user can "view" the actual content of the note without going into the editing screen. This is when the "is hidden" box is checked, and right clicking on the note to view. The little eye above the note stays greyed out, even with full privileges.
