how to use enable check is online

can someone tell me what the enable check is online and it's deault option under options > general are for?

Was this for some kind of ping for the data source so it doesn't lock up the program that was an added feature during the beta? (I remember testing lost connectivity by putting a garbage entry in my hosts file to simulate a down sql server and RDM didn't like that too much. Would this option help with that?)

This is the default value for the same setting in the connection configuration (Advanced tab page). This is used to detect if the connection is available or not reachable. RDM pings in background. The tree node will turn red when the detection is completed.
