User and group administration showing wrong data

I added a bunch of users and groups and adjusted the associated permissions in RDM 9.0.0. First I created groups, then I created the users and adjusted the view/add/edit/delete at the same time as I created each user.
When I went to double check my work, the UI wasn’t showing things correctly.
If I use the button in the groups tab to associate permissions, only the admins show checkmarks, I don’t see any checkmarks next to users.
When I click the button in the users tab to add rights, the wrong group is selected and it seems to be the same group for each user.
I created data sources for all these users and when I switch data sources, I’m seeing the correct folders.
For fun I tested adjusting the permissions and when I changed to the datasource for that user, it now had the wrong permissions.

So it seems like the correct info is saved in the DB, but it displays it to me incorrectly. if I change something and click OK, it uses the wrong info as the new permissions.
I'm usinf RDM 9.0.0 with an SQL server data source.
