Seeing Services on remote server

Seeing Services on remote server

I have a remote server and when trying to view computer management or services I get the following error.

unable to open service control manager database
error 1722: The RPC Server is unavailable

On the remote machine I am using to test the firewall is disabled, File and Printer Sharing is enabled on the network and RDP Service is running. Any ideas?

Yes I have full administrator access to the server.
