"Submit a support ticket" dialog window

These Improvements have been suggested by a customer:

Issues with the "Submit a support ticket" dialog window:

First issue: it should not be a dialog but and independent window, so that it doesn't block working with RDM during writing the bug report - I need to use menus, options etc. to check things I need to report.

Second issue: it should allow submitting screenshots (annotated), e.g. pasting them using CTRL+V or select files from disk. Pasting them like I do here by uploading to cloud drive is very secure for me, but consumes a lot of time.
