Allow drag-and-drop file transfer over SFTP when connected via RDP (remote RDM session)

When connected to a terminal server via RDP and running Remote Desktop Manager remotely (inside that RDP session, not locally), we can't drag-and-drop files over an SFTP connection, the cursor shows a "not allowed" icon, and copy/paste options are grayed out. The same SFTP connection and user work fine when RDM is run locally. This started right after our last upgrade.

It would help to have drag-and-drop (and copy/paste) support for SFTP transfers working consistently, whether RDM is run locally or within a remote/RDP session.
