Can't create Securuty Group

Under File -> Administration, all areas are greyed out. What am I doing wrong or how do I make it such that certain session groups are available only to certain people? I just purchased my Enterprise license this morning.

Hi,
This feature is only available with an Sql Server database. It use the Sql Server security model. By the way Sql Server Express is free.
