I finally updated my copy of RDM to the latest version and now it won't launch. I get no splash screen. Looking at past similar issue posts, I checked the event viewer and see what looks like a .NET related issue:

However I have tried uninstalling, reinstalling, and repairing the .net 9.0.8 install including deleting the entire C:\Program Files\...\9.0.8 folder prior to reinstall and I'm still facing the same error. I actually initially updated to 2025.1.41 because one of our databases has a version restriction and I didn't want to update it, but had the same issue so now tried 2025.2.25 as a hail mary and that didn't help.

I'm afraid your Windows version is too old. As far as I can tell, 22000 corresponds to 21H2, where .NET 9 is supported on 23H2 or newer for Pro systems.
While it's true that .NET 9 will install and run on older systems; it by default enables new security features that are only compatible with the newer OS versions.
I realize our minimum requirements page is confusing. We do include the link to the .NET 9 requirements, but the core requirements still list 21H2 as the minimum Windows version. I'm going to contact the documentation team to get that fixed.
