Sync all vaults force behavior using System Settings

We just wanted to confirm something regarding the behaviour you expect out of this feature. The way we see it, it would be nice to have a way to configure a "default" value for all users instead of "forcing" all users to use the same "sync all vaults" mode.

How we would achieve it, is instead of the "default" value in the settings of the data source option pointing to "Manual", we would instead make it point to a new option configured in the system settings.

This way, all users would have the setting you have chosen in the system settings by default, and if they want to change it locally for a specific instance of RDM they could still do it.
