New permission: "View permissions"

In some cases it would be handy to give standard users/user groups the ability to see current vault permissions, without giving them the edit rights as well.

Background: Currently normal users can only see their own permissions.

Target:
"View Permissions" would give users ability to see current vault permissions with security groups, similar to admin view.
