Starting RDM is very slow

Starting up the RDM application is very slow, it takes approx 30 seconds. First 10-15 seconds before it is showing the RDM logo icon and another 10-15 seconds before we're getting the Azure SSO login prompt.

RDM version: 2024.3.25.0 (64-bit)
Laptop specs:
OS = Microsoft Windows 11 Enterprise
CPU = 12th Gen Intel(R) Core(TM) i7-1260P, 2100 Mhz, 12 Core(s), 16 Logical Processor(s)
RAM = 32 GB

I would like you to test a portable version of RDM to help isolate the software completely from the local cache and configuration files. Below are the instructions on how to set up the portable version easily.
