Duplicate permission

We need a solution that allows users to duplicate data records or folders without having the "Edit" permission for a data record.
Background:
There are folders to which employees have read-only access, but from which data records are to be duplicated in other folders.
A new "Duplicate" permission is therefore required.
We have already been able to rule out all possibilities of a workaround together with support team.
