No broadcast input in Telnet sessions

Hello.
Why there is no broadcast input in telnet session? I can find it only in SSH session!!
I have certain obsolete devices that only use telnet and I am not able to use broadcast with them!
Would it be possible to add broadcast input feature to telnet sessions as well?
