Permission to list User Groups

It is not possible to set a permission that a user can read the "User Groups". With the permission under "System Permissions" I can add users to “User groups”, which have access to edit User Groups.
Requested Feature:
Another Permission below "User Groups" with a name like "Read User Groups"
