Ribbon menu not accessible unless navigation is pinned.
I just upgraded to 2022.3.29.0 x64 and found that when in "Simplified Ribbon" layout with "Show Ribbon -> Full Screen Mode", the ribbon menu access, the ellipsis in the upper right corner, is not accessible unless I have the Navigation menu pinned.
Here Navigation is unpinned, the ellipsis is visible, but cannot be clicked on:

I am not sure what is going on here.

The ellipsis seems to stay on my side, with the navigation pane pinned or unpinned, could you try a Window - Reset layout and then set back your settings in order to see if the issues remains? :
