Download of Free Version 2022.3.16.0 is downloading the regular version
I did not notice this and tried to install and it refused as there was already a version installed.
Took a while to realise what was going on.

Indeed. Spot on.
Uninstalled it and it then worked very smoothly. The Free version was still running so it closed that.
The old icon pinned to the taskbar still started up the new version and then warned it was not functional and it was removed. Very clever.
