I would like to be sure that I understand what behaviour you are asking for.
The two options that impact this in RDM would be the "scaled" and "smart resize" options that you have in your screenshots.
"Scaled" is simply a client-side scaling - the desktop image is stretched (or squashed) to fill the available space. However, the scaling is proportional - it will maintain the aspect ratio of the desktop image. Assuming that's the option you have set in your first screenshot, we see that the image fills the space vertically but not horizontally - to fill the space in both dimensions would require stretching the image, which would distort it in the process.
"Smart resize" will try to send a rfbSetDesktopSizeMsg to the remote system. This will ask the server to adjust it's frame buffer to the size we ask for (in this case, that will be the size of the space available). As James' already wrote, this sounds like the behaviour you're looking for. However it's pretty dependent on the capabilities of the VNC server: this is an extension to the standard RFB protocol and not supported by every server. Additionally, it may be more or less supported depending on the OS. For example, I believe RealVNC Server supports this on Linux, but only with an enterprise subscription. Additionally, it might only allow pre-configured resolutions via xrandr, and not arbitrary resolutions.
Can you let me know what exactly you are looking for? A "stretched" scaling mode, or the possibility to adjust the remote resolution to match the RDM window? If it's the latter, I'd need to know the kind of VNC server you're using (and OS information would be useful too).

I realize this is an older post, but I wanted to let you know that RDM 2022.3.21 has some improvements that might address your concern.
There's a new option in the VNC connection settings that allows you to "Preserve Aspect Ratio" (or not) when using the "Scaled" display mode.
If you uncheck "Preserve Aspect Ratio" with "Scaled" enabled, the session will stretch to fill the available space.
Note that it's possible to enable both "Scaled" and "Smart Resize". In that case, if the server supports "Smart Resizing" it will be used, otherwise we fall back to the "Scaled" behaviour.
Furthermore, if you've not enabled "Smart resize" or the server doesn't support it, you can now toggle the "Scaled" and "Preserve Aspect Ratio" options directly in the session toolbar. So you can turn these on-and-off without closing and reconnecting the session.
