Our IT group is now installing UltraVNC Server on our newly installed PCs, but they are requiring the use of SecureVNCPlugin64.dsm

Well I figured out that I needed to select UltraVNC (depreciated) under the General tab first.
I still can't connect though
However, I noticed that the dialog box shows that an older version of UltraVNC is being used:
I went into Paths configuration options and made sure it was pointing to the folder that has the 1.2.4.0 install of UVNC though, why could this be happening?

If neither of the applications available for the Embedded VNC sessions allows you to use the plugin, my recommendation would be to switch to the External display mode, which will allow you to use a full-fledged VNC application, launched from RDM. This will allow you to bypass any limitations in the embedded integrations may have.

Thank you Gabriel, I was finally able to connect, though only using the external method
So unless UltraVNC embedded is going to be updated 1.2.4.0 in RDM, I would have to use it without tabs :(

Thank you for your response. We have plans to eventually overhaul our embedded VNC integration so it can be more stable, more reliable and to solve the kind of limitation you encountered in it. However, we do not have an ETA for this rework, at the moment it is still only in the planning stage.
For the time being, you may need to use the external VNC display. I apologize for the inconvenience this may cause.

The latest release of RDM (2022.1.11.0) has an updated UltraVNC plugin - now based on version 1.3.6 - and re-integrated into the RDM core (previously it was a 32-bit component and had to be run out of process). DSM plugins should work now for embedded connections if you select "UltraVNC" as the VNC application (there is also a new default to set this application-wide).
