A way to inject credential for local data source

Is there a way to inject credentials for the local data source, or perhaps create an XML file that is capable of being targeted and updated programmatically? The <SafePassword> <SafeOTPKey> keys are, presumably, reversibly encrypted is there a way to supply an unencrypted form of the password or to encrypt it.

I need to distribute RDM to multiple users, but each user will have a special OTP and VPN that I want to auto-inject on installation of RDM.
