Better permission workflow for assigning user roles

Recently been doing a lot of permission assignment in RDM and have a suggestion.

When assigning a custom permission it would be nice if the user roles were always at the top of the list.
Alternatively if there were two sections (user roles/users) or a filter to only show user roles.

For most cases I think people will assign permissions to a user role over a single user and at the moment you need to scroll through a bunch of users if the user role starts later in the alphabet.
