Just to let you know, a new option for this will be available starting from RDM 2021.1.0.0, which is going to release early next year. It will be located in the Advanced options, "Keep View Password window on top":

RDM 2021.1 isn't released yet, our latest release is RDM 2020.3.24.0, which mainly contains bug fixes.
Version 2021.1 is planned to have a beta in a few weeks.
