i have set System Permission > Templates > Templates to Everyone.
As user i can edit existing Templates. But i am not able to create new Templates.

I was able to reproduce this behaviour and once I set the Add permission on the Vault Settings permissions to Everyone, a standard user now have access to create Templates in File - Templates - Templates.
But in fact, even if users cannot create templates in File - Templates - Templates, they can still create templates using the contextual option Add - Save as Template feature if they have Add permission in the folder where the entry they want to create the template from is located.

After doing further tests, the Templates add permission is also tied to the Add in root permission in Administration - System Permissions - Entries and in Administration - Vaults Settings.

Thank you for the screen captures.
Is the User type property for these user accounts set to User or is set to Read only?
To get the Add button enable in Templates, the account needs to be set as User or Restricted user with Add and Add in root Rights.

The Type for alle User is User. The user also can Edit all other Entries. He also can edit existing Templates.
Slowly but surely, this topic is becoming a waste of time.

@everyone, the issue was because the Use legacy security was enabled in System Settings - General - Data source Security.
Right now, the Template permission must be granted in combination with the Add in root permission to allow users to create templates. An improvement ticket has been sent to our engineering team about using only the Template permission in System Permission to grant template creation to users.

To me, it honestly sounds like someone hadn't thought about it.
As a user, I don't mind where the templates are saved in the data source. If I set an permission, it should just work.
Since i can program myself i understand the background.
However, if the program does not behave as the user expects when it comes to such simple things, then you can expect far greater problems in the future.
