The welcome page using a web url is hard coded to use IE, please change this to be chrome or create an option to set it to the users choice.

Hello,
That's something that we could do but you will have to live with a slower RDM startup time. Chrome needs to initialize and unfortunately it's not fast. We plan to replace IE with Edge Chromium as soon as it become available. This is not supported yet and this is something expected by Microsoft for the end of the year.
