is there a way to switch to scrollbar mode for an RDP session from smart sizing and vice versa?

It's not possible to change this property while the session is active. This can only be edited through the Properties page.

I apologize for replying again so soon. It was brought to my attention that there is actually a button to toggle the Smart Sizing when an RDP session is active.

While your session is active, under the Actions tab, you will find the Smart Sizing button near the center of the ribbon :
