Custom Installer Package not available in 2019.1.20.0?
There is no option available for the new version when creating a new installation package. There is a link that says "Why is the Latest Version Not Available", but it just takes me to the old Custom Installer Service online documentation.
Is this functionality not available on the new version?
Do I need to have users install with the old package and then manually upgrade their clients?

Sorry for the confusion.
The "Why is the Latest Version Not Available" links redirect you to our documentation in order for you to see this message from it:
"For stability reasons in large installation bases, the latest official release is not available to the Custom Installer Service until a period or varying length during which we ensure that no major issues are present. This will allow your organization the time to perform integration testing on a few workstations before upgrading your entire team."
In short, the latest version of RDM will be available for the Custom Installer once we are certain that no major issues are present in this version.
As for your question, yes the fact of having your users manually update is an option until the latest version is available.
