I've upgraded to 14.0.6.0, launch the product and see the splash screen as well as a window asking to enter the serial or do trial for a brief second. After that I see the process in Task Manager but it never fully launches.. Unable to upgrade the MSSQL database as well.

Could you try the following steps:
By doing this, you would need to re-enter your license key and re-configure your data source.
Now, regarding the database upgrade, make sure that you user has enough permissions to perform the upgrade. If you receive an error message when you perform the upgrade, please post the error message here.

.Net Framework 4.7.2.0 is mandatory to be able to run RDM 14. Is this component installed on your Windows Server 2008R2?

4.7.2.0 is already installed on this machine.

That didn't make a difference.. The window that pops up after launching is only shown for 2 seconds, I had to launch a few times and memorize on the screen so I could click enter Enterprise Information at the perfect time..

Our engineering department has made a fix regarding the window that is disappearing at the opening of RDM.
This will be available in the next release of RDM.
Now, regarding your issue, we suspect that your license just expired and this is why you are not able to load the license.
