We are 13.6.5.0 and just noticed that the Change Password under the File menu is greyed out for all users. I feel like somewhere in the updating path it got set to default not allow. Can you tell me where this setting is?

What type of data source are you using? Is it SQL Server?
What type of authentication are you using? Have you created database users or you are using Integrated Security?

I am not able to reproduce your issue in RDM 13.6.5.0 and 13.6.7.0.
Is it possible for you to update your RDM to 13.6.7.0 and see if you encounter the same issue with this version?

We run a test server, updated it to 13.6.7.0 and have the same issue which leads me to believe something to do with our SQL? Any ideas what it could be?

Is it possible that you are a long time customer of RDM? If yes, it may explain why your users encounter the change password greyed out issue.
Could you go in Administration -> Users, edit your users and press OK? This should allow them to change their database password.
