why do you need 'add' permissions to create a shortcut?

So obviously a user needs the 'add' permission in the folder they are creating a shortcut of an entry into. But why do they need 'add' permissions in the FROM location?

I have an InfoSec folder and I have a Systems folder
There is an RDP entry in the systems folder that the InfoSec team wants to add a shortcut to in their InfoSec folder.

however, Infosec only has 'view' permissions to the Systems folder. They are not presented with the 'create shortcut' options when they right click on the entry. I had to grant them 'add' permissions in the Systems folder in order for the create shortcut option to even be available.

Why is this?
