I just installed the current version of the Remote Desktop Manager, and I see that the mouse wheel is not working in RDP sessions (at least, I did not try other types of connections).
Am I missing some configuration (I did not find anything appropriate), or is it just not working? If I use the standard Windows rdp connection, then its working fine.

You are right - I installed it on a different machine, and there it works! Strange... Do you have any idea what I could find out what the reason is? (And I noticed that I have the same problem with the Microsoft Remote Desktop Manager. With an individual rdp session (with mstsc.exe) I don't have the problem...)

Are you using RDM Free Edition of RDM Enterprise?
If it's RDM Enterprise, are you using the 32 or 64 bit edition?

I don't know if this will help, but could you go in File -> Options -> Types -> RDP and change the RDP engine to RDP 8.1 and/or FreeRDP 7.0

Do you have any other connection open at the same time? Just try to open 1 RDP in an Xml data source. I try to eliminate as many external variables.

I don't understand what you mean....
I mean:
1. Create a new Xml data source with 1 RDP connection
2. Restart RDM
3. Open only this RDP connection and verify the mouse wheel.

Just go in File -> Data Sources -> New and create a new XML data source. This can help as well

When this is done, create a new RDP entry in the Navigation pane and launch that session to verify the mouse wheel.

Very strange. Since you have the same problem with RDCMan, it's an issue with the ActiveX but I would like to find a workaround.

Updated the graphics driver (there was a new version available), but no change in effect.
It seems that there is a second issue:
I have an input field where I have to insert a break with Ctrl-Return. When I use the standard windows rdp connection, then it's working. If I use the connection within the manager, then it doesn't work. Nothing happens, so it seems that the input field does not get the key events. (Though the "normal" use of the control key, e.g. in Ctrl-C Ctrl-V is working in both cases.)

No, this is working with the Microsoft version. And with the native mstsc.exe also.

I had a chat with our engineering department and there's a keyboard shortcut in RDM that is using CTRL + ENTER.
If we change or disable the shortcut, the CTRL + ENTER is working in the remote session. Could you give it a try?
To do so, go in File -> Options -> User Interface -> Keyboard -> Actions and change the shortcut for the Open (embedded) action.

This morning I noticed that the mouse wheel is working now! I didn't change anything (at least not that I would be aware of), but it's working as it should!
