Playing with the Documentation TAB on RDM 13.
First off I upgraded to 13.0.3.0 as it kept crashing when I selected the Documentation Tab.
I notice a bug here. We would want to set Documentation up at the Client Level, so on a Folder. When I select the folder it selects the first item in that folder and not the folder itself.
I know it is possible to add the Documentation to the Folder as I can select the Top level Folder in Entries then Select Documentation.

If you select the folder, could you please enable this option below that you will find at the bottom of the Dashboard which is "Show group details/description"?

Looks good. Can that getting be changed Globally for all users, or does each user have to set that?

That option is saved in the configuration file.
The best way to apply this for all users would be to use our Custom Installer.
