Can try via Administration => Data Source Settings => Offline (when you are connected to the specified SQL datasource)

As Min has pointed out, you can set the offline mode in the Data Source Settings but also Group Policy & User.

Why did we take the Data Source Config option out?
Because it is the only one that can't be easily controlled by an administrator. Imagine having to change it on hundreds of machines.

What happens if I had already set it to other than Read/Write?
We've left the setting output in the File > My Data Source Information screen for investigation/debugging (see image). If you had configured the data source to be read-only for example, the My Data Source Information will display the read-only. So how do you change it back to read/write? Open the data source configuration in edit mode and save, it will be saved as Read/Write at that point. Again the reason for this is simple. We didn't want to automatically change everyone to Read/Write without a user interaction. Could be bad for security reasons.

A new SQL data source configuration will always be Read/Write at the setting in My Data Source Information will disappear eventually.

I hope this clarifies the reasoning behind the decision.

We have had a similar issue regarding the caching mode. Though the data source itself said it was set to intelligent , the data source information showed it to be cached locally. After changing the data source setting to disabled, saving (and thus reconnecting) and then to intelligent and saving the offline mode became available.
