Update doesn't actually update all the way? Is this normal?

Howdy,

I've been out for a week and was on 12.9.4.0 because 12.9.5.0 had a bug with our port forward stuff. Today I opened up RDM and see that v13.0.1.0 is available so I clicked Update.

After the update, I ran RDM and it comes up again and says that 13.0.1.0 is available but that I'm only on 12.9.8.0. And the Change History window only lists 13.0.0.0 as being the latest.

Is it normal for an update to only upgrade me part way for some reason?

I ran the upgrade again and when RDM opened, I was then at 13.0.1.0. Just took 2 upgrades for some reason. I know this has happened before but never thought to post about it since I wasn't sure if I was just going crazy or not.
