12.5.4.0 can't import unless enterprise edition

Sort of a catch 22. On new installs of RDM Enterprise, I want my end users to import the datasource for the DVLS which will automatically apply the serial. Now in the latest version (not sure when this started) you can't import which would require I distribute our serial number (which I do not want to do and requires our end users to input the serial if we push using a centralized software package manager unless I purchase Devolution install customization (if that still exists, but is overkill for what I need.

Is it possible to re-evaluate the workflow so users can import an enterprise datasource in an effort to apply the enterprise license at the same time?
