11.9 tabs 'jumping' around

I don't know what triggers it....sometimes opening a new RDP session, sometimes moving a tab, sometimes nothing.....but 11.9 will jump around the tabs like crazy. The active tab will change 2-3 times a second. I have to click on the X to close, say I don't want to close, and it will stop.
