What happened to the choice we had before version 11 to NOT create SQL users

Before version 11 we could create RDM users and untick the box to create SQL user.
In version 11 I havent been able to create new users because the box is gone and it seems to be default that SQL user should be created at the same time.
If I make my account sysadmin in DB it works, but then the DB also been populated with SQL account, we dont want that.
It has been working fine before version 11.
Is this going to be fixed ? or can I disable this behavior somehow ?
