User handling rights without being admin

Would it be possible to implement to have a user that is allowed to handling the user part of RDM (add/update/alter users/accounts) but not have the rights the "superadmin" have?
This is so we ware able to have another perform the user management without them interfering with the rest of the application settings.

Hello JP,
I will enter a feature request for that. We plan a major update to our security system and perhaps we could fit something like that in it.
