Credentials Issues with Remote Tools

I'm having issues with credentials, remote tools, and macros/scripts.
I've configured several credential repository entries, applied them to top-level domains, and inherit below.
For my Tools tab, I've tried using session credentials, credentials repository, etc... and still can't pull remote inventory, run scripts, anything.
I know WinRM is disabled, but PSExec fails, as does pulling shares details from Computer Management.

I'd love to know where I've made a mistake, or if we have a bug. Seems to me, once the credentials repository is populated, the credentials should pass for the tools, after reading other posts on the subject.
Help?!
