"Open Session (Prompt for Credentials)" opens the session in console mode. So currently both of the options:
"Open Session (Prompt for Credentials)" and
"Open Session Console/Admin mode (Prompt for Credentials)"
are doing the exact same thing.
Do you mean that when you use "Open Session Console/Admin mode (Prompt for Credentials)" the RDP Console/Admin mode is not set or both use the admin/console mode?
Do you have the Console mode set by default in the RDP session?

Yes, "Open in console" is checked in all of my RDP sessions, that is why I sometimes need the option to override it.
Except of "Open Session (Prompt for Credentials)" All of the "Open..." options are working as expected as implied by their names, what is missing is an option to open a session with credentials prompt while bypassing the console mode.
I think "Open Session (Prompt for Credentials)" should be changed to "Open Session Bypass Console/Admin Mode (Prompt for Credentials)" this is the only state that isn't covered.
