Session properties window will not display

Hello,
Long time reader [and user] first time poster.
I have a user in my organization that is having trouble getting the properties window to show up for a session. When the user clicks on Properties the window does not pop up but they cannot click around until they hit ESC which would normally close the window. it appears that it is launching somewhere but is not visible; he uses multiple monitors so I had him disconnect all but one to confirm that it was not the cause. I followed the instructions that were posted in the sticky thread above but with no luck. I have had the user reinstall the product and have even exported his data source and re-import [and moved from a local data source to an Azure SQL instance].
For now I am having him update and create sessions on his Surface and waiting for them to sync with Azure SQL to his laptop. Though functional, not very practical.
Any help would be appreciated.
