Questions about locking sessions

My team and I have noticed that users with View permissions are unable to lock sessions. Is this by design?

We would like our non-administrative team members to be able to lock a session they are using, but we don't wand them to have Edit rights to the sessions. We have a number of shared credentials that our Tier 1 analysts use that they need to maintain control over while they are connected to those desktops.
