mouse hill / mouse slower / mouse catcher

hi!
i asked over at donationcoder if they could create a tool to slow down the mouse in a certain range (http://www.donationcoder.com/forum/index.php?topic=30511) .. first off for bins (http://www.1upindustries.com/bins/) but now with windows 8 it kinda sucks getting to the start page ...
maybe you could add a feature like that?
