We're looking for a program we can install on a computer that multiple people access simultaneously and we need the connection information stored in a SQLite database (or full database) or something so that people can edit the connection information even while other people are online. We have a problem with Microsoft's RDCManager program that it uses a local file and tends to lock it any time someone has the program open.

Remote Desktop Manage Free can use an Xml or SQLite data source. We also support Access that you could be used on share drive.
However for a team environment we really recommend the SQL Server Data Source (even with SQL Server Express it's perfect) but it's only available in the Enterprise Edition. You will get with the SQL Server data source the logs, the attachment and document storage, the edit change history and compare, the security management and the todo management as well.
