On startup missing the tabbed view

We have installed for several users, they all default with the tab view where the Dashboard comes up in the first view and when you open sessions they are in embedded tabs. With this one user they dont have any tabs, everything just comes up in a new embedded window. They may have inadvertently changed a setting but I can't find it. Anybody know if there is something in preferences I can try to change the default back to load tabs?
