RDM 7.0.3 and kayboard navigation in menu

Hi

on RDM 7.0.3 on Windows 7 x60 i noticed strange visual glitch with menu and kayboard navigation. If I press alt + f to open file menuand then press key up then size of the menu remains same but last item (exit) is move aprox. to the middle of height (and all preceding items is moved as well). If i continue pressing key up the menu is shiftefed back down. If I scroll from top down this happens on the last item. Similar bahaviour is on menu Edit ...
If I try this on Windows XP (Virtual PC on the same box) menu File has this bahavirou but menu Edit work fine ...
