NCP Secure Entry Client error

RDM version 9.2.6.0 on Windows 8.1 Enterprise edition.

When I upgraded to this version my VPN connections using NPC Secure Entry Client started failing with:
Application Error
Exception ElnOutError in module RWSCMD.exe at 000F393C. File access denied.

I updated the add-on to the lasted version on the RDM website, but the error still keeps happening.

I have checked permission on the folder and they are appropriate to running applications.

Any ideas?
