It's a beta service currently being tested that automatically provisions users without an invitation into the Hub Business. Users are also not required to have a private key setup to use the Hub. It needs to be self-hosted and requires at least SSO configured, ideally SCIM too. It's a critical component of the solution, if it is down or not running, users without private keys won't be able to connect to the Hub.

Since it's currently in Beta, I'm afraid we do not have documentation on this at this time,
